Amend the bill, as and if amended, SECTION 1, Section 59-101-680, by adding a subsection to read:

 (J) Nothing in this section may be construed to limit or prohibit a public institution of higher learning's funding of research and creative works by the institution's students, faculty, or other research personnel, and the dissemination thereof.
