Senator Matthews proposes the following amendment (SMIN-3007.MW0002S):

Amend the bill, as and if amended, Page 1, by striking line 33 and inserting the following:

related and appropriate fiscal restraints. However, provided that seeking a balanced budget would not include dismantling the Social Security program or benefits.

Renumber sections to conform.

Amend title to conform.
