Rep. WATERS proposes the following amendment (LC-5683.HDB0027H):

Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:

SECTION X. Chapter 19, Title 7 of the S.C. Code is amended by adding:

 Section 7-19-130. In conducting congressional redistricting, the General Assembly is prohibited from dividing or overconcentrating minority populations in any manner that has the effect of weakening the ability of minority voters to elect their preferred candidates.

Renumber sections to conform.

Amend title to conform.
