Rep. WATERS proposes the following amendment (LC-5683.HDB0028H):

Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:

SECTION X. Chapter 19, Title 7 of the S.C. Code is amended by adding:

 Section 7-19-130. In conducting congressional redistricting, the General Assembly must minimize the splitting of census blocks.

Renumber sections to conform.

Amend title to conform.
