Rep. WETMORE proposes the following amendment (LC-5683.HDB0068H):
Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:
SECTION X. (A) Nothing in this act may be construed to authorize or permit the General Assembly to undertake, approve, or implement the splitting of historically connected communities, municipalities, counties, school districts, or culturally linked regions unless the General Assembly determines such action is necessary to achieve equal population requirements under the United States or South Carolina Constitution.
(B) If the General Assembly does choose to split any historically connected community, municipality, county, school district, or other culturally linked region, such actions must be accompanied by written findings of fact setting forth with specificity the factual basis, evidentiary support, legislative purpose, and legal justification for such action, including an explanation of how the action is consistent with applicable constitutional and statutory requirements. Renumber sections to conform. Amend title to conform.
