Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:

 SECTION X. In conducting the 2026 congressional redistricting, the General Assembly is prohibited from using incumbent addresses, voting history, or partisan performance data when creating new congressional districts.

Renumber sections to conform.
