IMPLORING THE ADJUTANT GENERAL OF SOUTH CAROLINA TO RESIST ALL EFFORTS TO CHANGE THE LOCATION OF THE FIRST BATTALION, 178TH FIELD ARTILLERY UNIT OF THE NATIONAL GUARD STATIONED IN SPARTANBURG, SOUTH CAROLINA.
Whereas, for over fifty years the First Battalion, 178th Field Artillery Unit has been stationed in the vicinity of Spartanburg, South Carolina; and
Whereas, throughout this time the unit has become an integral part of the upstate community with its history of exemplary service; and
Whereas, this battalion was engaged in combat for twenty-two months during World War II, earning Bronze campaign stars for participation in the Tunisian Campaign, the Sicilian Campaign, the Naples-Foggia Campaign, the Rome-Arno Campaign, the North Appenine Campaign, and the Po Valley Campaign; and
Whereas, many of the heavily decorated veterans who served with this battalion during World War II still reside in the Spartanburg area and are fiercely proud of their heritage; and
Whereas, the battalion has been activated for state duty to help in emergency situations several times during the past twenty-five years; and
Whereas, the battalion was placed on an "Alert Status" in August, 1990, for possible call-up and federal activation due to the Persian Gulf War; and
Whereas, in September, 1991, the battalion was deployed and sent to Corlu, Turkey, to participate in a multinational NATO exercise designated Display Determination 91; and
Whereas, it is in the best interest of continuing the outstanding level of service the 178th Field Artillery Unit has provided to the State of South Carolina to keep the unit at its present location; and
Whereas, the movement of the battalion will result in unnecessary federal costs related to new training requirements, a reestablishment of a working relationship between personnel in a new location and active duty counterparts, and the loss of one of only four roundout field artillery battalions in the nation; and
Whereas, it would also cause unnecessary hardship for the personnel of the 178th Field Artillery Unit to be redistributed to other units across the upper State if the battalion is moved to another location; and
Whereas, any change in the location of the battalion will result in a loss of readiness, time, and money. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly, by this resolution, implore the Adjutant General of South Carolina to resist all efforts to change the location of the First Battalion, 178th Field Artillery Unit stationed in Spartanburg, South Carolina.
Be it further resolved that a copy of this resolution be forwarded to the Adjutant General of South Carolina.
