Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Proverbs 2:6: "For the Lord gives wisdom; from his mouth come knowledge and understanding."
Let us pray. Grant, O Lord, Your wisdom and guidance to these Representatives. Give them the patience to wait for the harvest. Challenge them to see the needs of the people and help them to produce the good fruits of love and kindness and caring. Provide for those who lead us in our State and Nation and lead them to actions that bring about those things in life that keep Your people free. Protect our defenders of freedom, at home and abroad, as they protect us. Heal the wounds, those seen and those hidden, of our brave warriors. Lord, in Your mercy, hear our prayer. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

MOTION ADOPTED

Rep. YOUNG moved that when the House adjourns, it adjourn in memory of Master Public Safety Officer Edward Scott "Scotty" Richardson and Master Corporal Sandra E. "Sandy" Rogers of Aiken who were killed in the line of duty, which was agreed to.

On motion of Rep. WEEKS, with unanimous consent, Rep. YOUNG's remarks were ordered printed in the Journal as follows:

STATEMENT FOR THE JOURNAL

Today, we are gathered not to honor a local championship high school team. Rather, we are here to do something more solemn and more important - honoring the lives of two City of Aiken police officers killed in the line of duty. On December 21 of last year, Master Public Safety Officer Scotty Richardson gave his life while on duty responding to a call. Thirty-seven days later, Master Corporal Sandy Rogers gave her life while on duty responding to a call in the early morning hours of January 28. Words cannot adequately describe the loss felt by the law enforcement community, the citizens of Aiken County, and thousands of others across our state and nation.

Officer Scotty Richardson - age 33 this past December - served the City of Aiken for 8 years as an officer after having grown up in Aiken and graduating from the University of South Carolina. Officer Richardson was the first officer killed in the line of duty for the City of Aiken in 60 years. He and his wife Amelyn have three young sons Zander, Chase, and Maddox. They are here along with his parents Mr. and Mrs. Richard K. Richardson, brother Ken, and many extended family and friends.

Master Corporal Sandy Rogers - age 48 this past January - served the City of Aiken for 28 years as a law enforcement officer after having grown up in Aiken. She received numerous law enforcement awards during her career. Corporal Rogers was the first female police officer killed in the line of duty in the history of the State of South Carolina. She is survived by her father Jack Rogers, her life partner Frances Williams, and brothers, sisters, nieces, and nephews. They are here too in the balcony with us today.

As we pass each day attending to our own needs, it is often easy to overlook the courageous service of the men and women in law enforcement who serve, assist, and protect us. They are dedicated and devoted as they go above and beyond to keep both us and our property from harm. How do we honor those like Scotty Richardson and Sandy Rogers who give their lives in the line of duty? The funerals of both Officers Richardson and Rogers were attended by thousands of family, friends, and others to show their respects. Thousands of residents lined the streets for the several miles from the Funeral Service to the graveside for each officer - a sight that none of us will forget and one which none of us hopes to see again under similar circumstances.

Today, we have two Concurrent Resolutions - one each for the Richardson family and one for the Rogers family - expressing the profound appreciation of this General Assembly and the State of South Carolina for the dedication, service, and sacrifice of Scotty Richardson and Sandy Rogers. Here today to accept the Resolution on behalf of the Scotty Richardson family are his wife Amelyn with his parents.

Here today to accept the Resolution on behalf of the Sandy Rogers family are her father Jack Rogers, life partner Frances Williams, and many family members.

Both of these families are joined today by extended family, friends, law enforcement officers from the City of Aiken including the members of the respective shifts for both Scotty and Sandy. Please rise and join us in expressing the appreciation of this General Assembly and the State of South Carolina for the lives of Scotty Richardson and Sandy Rogers.

S. 102 (Word version) -- Senators Grooms, Fair, Verdin and Campsen: A BILL TO AMEND ARTICLE 1, CHAPTER 71, TITLE 38 OF THE 1976 CODE, RELATING TO ACCIDENT AND HEALTH INSURANCE, BY ADDING SECTION 38-71-238 TO PROHIBIT QUALIFIED HEALTH PLANS OFFERED THROUGH A HEALTH CARE EXCHANGE REQUIRED BY THE FEDERAL "PATIENT PROTECTION AND AFFORDABLE CARE ACT" FROM OFFERING ABORTION COVERAGE, AND TO PROVIDE FOR CERTAIN EXCEPTIONS.

Amend the bill, as and if amended, by striking all after the enacting words and inserting:
/   SECTION   1.   Article 1, Chapter 71, Title 38 of the 1976 Code is amended by adding:

"Section 38-71-238.   (A)   Abortion coverage may not be provided by a qualified health plan offered by a health insurer, including a group health plan as defined in Section 607(1) of the Employee Retirement Income Security Act of 1974 or health maintenance organization as defined in Section 38-33-20, through a health insurance exchange created pursuant to the federal 'Patient Protection and Affordable Care Act'.

(B)(1)   This limitation shall not apply to an abortion performed when the life of the mother is endangered by a physical disorder, physical illness, or physical injury, including a life-endangering physical condition caused or arising from the pregnancy, or when the pregnancy is the result of rape or incest."

(2)     Notwithstanding another provision of law, this limitation only applies to health plans offered by a health insurer, including a group health plan as defined in Section 607(1) of the Employee Retirement Income Security Act of 1974 or health maintenance organization as defined in Section 38-33-20 if offered through a health insurance exchange created pursuant to the federal 'Patient Protection and Affordable Care Act'."
SECTION   2.   This act takes effect upon approval by the Governor. /
