The House assembled at 12:00 noon.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Ezekiel 2:1: "Stand up on your feet, and I will speak with you."
Let us pray. Lord, let the fullness of Your Spirit fall upon us in this Session. Be to us the one who guides, shelters, and protects us from all harm. We give thanks for the blessings You have given. Keep us in Your love and care. Bless our Nation, State, this Assembly, and all who labor in these Halls of Government. Protect our defenders of freedom as they protect us. Heal the wounds, those seen and those hidden, of our brave warriors. Lord, in Your mercy, hear our prayer. Amen.
